2017 Project of Auditing and Certification System Enhancement for Regulated Recyclable Waste and Supervision, Verification and Evaluation of the Auditing and Certification Groups

The project this year consists of seven implementations including performing research on the auditing and certification related regulations, reviewing the auditing and certification supervision system, and drawing up a plan for the management of hot zone inspection. In addition, enhancing the function of moving object detection, establishing the e-Filing system of the weight measurement data, drawing up a plan for the execution of supervision, and analyzing the supervision progress from previous years were also the business executed this year. Performed research on the auditing and certification related regulations. A draft amendment is submitted and a plan for the substitution of outsourcing auditing and certification group is proposed. Reviewed the auditing and certification supervision system. An evaluation is proposed regarding the feasibility of authorizing local Environmental Protection Bureaus to conduct environmental auditing. Drew up a plan for the management of hot zone inspection. By combining mobile App with QR code and the RRMS managing platform, pilot deployments have been launched in 32 hot zones. Enhanced the function of moving object detection. This year, the accuracy rate of image interpretation has reached 100%, and the function of moving object detection also increased the efficiency as much as two times of the auditing and certifying time consumed. Established the e-Filing system of the weight measurement data. Through the connection of the e-Filing system and the weight measurement system, the latest weight measurement data can be accessed online which simplified the operating process and increased the management efficiency. Drew up a plan for the execution of supervision. The following sessions were conducted this year: 8 supervisory operation meetings, 16 verification sessions of the control center, 8 evaluation sessions, and 56 verification sessions. The results from this year’s examination and evaluation were thoroughly analyzed and the results were submitted via the 2017 evaluation and examination report. Analyzed the supervision progress from previous years. The analysis of the deficiencies and suggestions proposed by the supervisory committee members throughout recent years is presented in this project. A plan regarding the suggestions for corresponding improvement and modification has been drawn up. In addition, assistance was provided to the Environmental Protection Administration (EPA) by integrating, filing, updating and managing the operational management information system for the supervision of auditing and certification groups
